I've never used Clip Studio but it does seem to be aimed more at the comic book style of digital art whereas ArtRage is set up more for a painterly, traditional style of work, although with enough work and practice ANY style is possible with any software. I think it all comes down to what kind of art you want to do. I seem to spend half my time here explaining that my pictures are done with ArtRage so I may as well stick my nose in here, although it's only an amateur opinion.
